China's Ministry of Industry and Information Technology has issued the "Notice on Carrying Out Special Actions for Cultivating Artificial Intelligence Application Service Providers," aiming to build a complete AI application service ecosystem.
The initiative sets clear targets: by the end of 2026, the national service provider resource pool will exceed 2,000 enterprises, and by the end of 2027, it will reach no fewer than 3,000 enterprises. Provinces hosting national AI innovation application pilot zones should each have at least 100 enterprises in their local pools.
Four core tasks are outlined: establishing a unified national service provider resource pool, improving industry service supply, promoting large-scale applications, and strengthening support guarantees for service providers.
The policy encourages service providers to package standardized and modular solutions, develop lightweight AI products and services, and explore first-purchase and risk-compensation mechanisms. It also calls for increased procurement of large models, intelligent agents, and token-based AI services.
Additionally, the initiative supports the overseas expansion of high-quality AI application projects through platforms such as BRICS and China-ASEAN cooperation mechanisms.
